Position Summary
The Permitting and Compliance Manager is responsible for managing and overseeing permitting and environmental compliance activities for REJ Solutions projects. This role ensures compliance with federal, state, and local regulations, while facilitating effective communication with regulatory agencies and stakeholders.
The Manager plays a key role in implementing mitigation requirements, overseeing compliance programs, and maintaining strong relationships with external partners to ensure timely project delivery and adherence to environmental standards.
Multiple opportunities for this position may be available through various client contracts. Depending on the requirements set forth by the clients, the employee may be imbedded within the client agency, working in a hybrid environment, or undertaking totally remote work.
Key Responsibilities
- Manage permitting and environmental compliance activities throughout project planning and construction.
- Ensure compliance with environmental regulations such as CEQA, NEPA, Clean Water Act, Endangered Species Acts, and other applicable laws.
- Analyze mitigation needs, evaluate mitigation options, and oversee procurement and implementation of compensatory mitigation.
- Coordinate with mitigation providers, prepare required documentation, and obtain approvals from regulatory agencies.
- Develop and implement an environmental compliance program that promotes consistent and timely project delivery.
- Maintain systems for effective information flow among project teams, leadership, and compliance personnel.
- Build and sustain strong relationships with regulatory agencies to facilitate permitting processes and resolve compliance challenges.
Minimum Qualifications
- Bachelor’s degree in environmental studies, biology, or related discipline
- Strong background in construction compliance and environmental permitting laws and regulations (e.g., CEQA, NEPA, Clean Water Act, Porter-Cologne, Endangered Species Acts, Lake/Streambed Alteration Agreements).
- Experience implementing compensatory mitigation requirements and obtaining approvals from regulatory bodies.
- Proven ability to collaborate with construction compliance teams, mitigation providers, and agencies.
- Excellent communication skills, both written and verbal.
- Proficiency in Microsoft Word, Excel, SharePoint, and related applications.
Preferred Qualifications
- Master’s degree in related field.
- Experience with GIS or database management applications.
- Familiarity with construction contracting methods, including design-build.
