Position Summary
The Senior Estimator is responsible for developing accurate cost estimates for REJ Solutions’ projects, from conceptual planning through final design and construction. This role ensures that estimates are developed using reliable data, sound methodologies, and collaboration across stakeholders. The Senior Estimator provides expertise in cost planning, review of contractor estimates, and supports financial reporting to help guide decision-making and ensure alignment with company goals.
Multiple opportunities for this position may be available through various client contracts. Depending on the requirements set forth by the clients, the employee may be imbedded within the client agency, working in a hybrid environment, or undertaking totally remote work.
Key Responsibilities
- Develop capital cost estimates for projects from early planning stages to construction completion.
- Coordinate with internal and external stakeholders to gather data and ensure estimating accuracy.
- Support the preparation of business plans, baseline budgets, and update reports.
- Review and evaluate contractor estimates, claims, and change orders.
- Establish policies, procedures, and best practices for cost estimating.
- Provide technical leadership in the preparation of estimate plans and work breakdown structures.
- Oversee and guide junior and mid-level estimators and cost analysts.
- Ensure deliverables comply with REJ Solutions’ standards, schedules, and client requirements.
- Contribute to negotiation efforts by analyzing cost data and preparing supporting documentation.
- Prepare written and oral presentations for stakeholders, clients, and leadership teams.
Minimum Qualifications
- Bachelor degree in civil engineering, construction management, or a related discipline.
- 10 years of estimating experience with large-scale infrastructure or transit projects.
- Knowledge of design and construction disciplines, with a strong understanding of estimating methodologies.
- Ability to work in a schedule-driven environment while coordinating multiple resources to deliver high-quality estimates.
- Strong skills in reading blueprints and generating quantities and scope of work.
- Experience supervising estimating teams and providing mentorship to junior staff.
Preferred Qualifications / Certifications / Licenses
- 15+ years of estimating experience, with at least 10 years in large-scale infrastructure or transit projects (typically $1B+).
- Professional certification as a cost estimator or engineer.
- Proficiency in estimating software such as Timberline, Heavy Bid, HCSS, On-Screen Takeoff, or equivalent.
- Strong skills in MS Office applications and cost management software.
- Experience with database-driven estimating tools and managing cost data.
- Proven ability to review schedules and integrate them with cost estimates.
- Effective communicator with strong negotiation and presentation skills.
